Q: Would this work on a sedan for driving in the city?

No it will make your tires wear out because of out of balance

Q: Will this cause damage to a low pressure tire gauge for atv tires? Do I need to use a tire pressure gauge for fluid filled tires?

I don’t think so I use a low pressure gauge and it has always worked fine
