It will charge 8 at once,yes. Keep in mind you are looking at two circuits on this ,4 slots per cicuit. So the more slots are used the longer it takes to charge. As to the 9900 mah 18650 batteries you ask about , you are being duped to believing that number . In 18650 batteries (quality ones) , 3500 mah is considered great capacity. I love the charger though. Good quality cells with real numbers are whats up .
