Can you stick vinyl to these?

I have not tried the magnetic sheets on vinyl.  I use them exclusively on plastic DVD cases.

Are these magnets good for photos?

I use them to keep metal dies from falling all over a stamp and die plastic box. They would be incredible for photos to stick to anything metal. One side is sticky the other is magnetic.

Can these be spray painted and then adhered to a fabric background?

One side is stronger magnetically. So it's not clear what you are asking to adhere to a fabric. The one selected by picture is the adhesive version. The adhesive side is the less magnetic side. So maybe you are trying to attach the adhesive to fabric to say be a background for a wall design or photo design. That might or might not work well. I'd save money buy the non adhesive plain version. Use a quality semi-flexible fabric friendly glue like E-6000 and making sure you glued the less magnetic side down to the fabric that probably works better. Might safe a little money. Not sure if you intend to cut the sheets down either. Now as to FABRIC that's another whole world only you have any insight into. Is it smooth surface? Is it plasticized or coated such as nylon taffeta or ripstops is it a laminate fabric? Is it textured not smooth in anyway. Does it have a nap like velvet or corduroy or other nappy fabrics? It is like wool with tiny threads that could interfer. Oh my gosh have no idea what fabric you are thinking about in otherwords. So also unclear if you intend to putthe magnet behind the fabric and hope it works through it? (I added strong magnets to a super heavy duty adhesive backed hook so I could attach it insde my tent to any height I needed on the wall where the outside had a small all edges filed smooth piece of plain steel to attach to. It works. But this magnet wouldn't be strong enough to hold anything of any weight in my case a very light weight USB LED light with on off switch just inside the tent door hung on the hook. Nothing heavy like a jacket or sweater or even baseball hat. Though my magnet of choice would have been strong enough had I wanted to. This no way. I hope you've figured out how to succeed on your ideal project and it's an amazing item. But as to spray painting the stronger magnetic side it would weaken it a lot maybe too much. to hold items to it. Maybe look at thin sheets of steel think crafting and mallable craft metal sheets. Not aluminum for obvious reasons. And paint them. & glue the sizes of those to your fabric. Then you can attach magnet even possibly this material with glue or it's own adhesive if chosen to any object or photo or what have you to attach to the metal painted or not material. That's an idea. (I've made my own glass magnetic cutting top by attaching a steel sheet to the bottom of the glass and now with strong enough magnets it does as I need to hold fabric or paper still while working or cutting such materials. Also the same steel plates I bought over 20 years ago from Dick's Art Supplies in pack of 8 large sheets prepainted white and not easily cut down without specialized tools. I used several of these on a wall for a magnetic bulletin board and I even covered two over the years as gifts with fabric and ribbon cross hatched over it for others to use magnets or just slip photos and keepsake paper items into the ribbon that was tightly glued to the back side. Anyway those are several other ideas that may or may not be helpful for people looking into such projects. Yes it's now 3 years or almost since this original post.
