You can download this entire book in PDF from Rand's website. I purchased the book because it is easier for me to carry a book with me than a binder full of paper. If I used a digital reader I probably wouldn't have purchased the book.The book itself is a great history on how the DoD reformed its budgeting process 50 years ago. It's interesting that some of the problems discussed in the book are still dealt with on a regular basis in the Pentagon today.
